The Defendant owns a dry field with a size of 528 square meters located outside the agriculture promotion area, Si, Gyeongsan-si.

The Defendant did not obtain permission from the competent authority to divert farmland, and used farmland to divert the farmland as a water surface by placing water in the dry field, which is farmland, from October 1, 2014 to May 2015.
