Reasons
Punishment of the crime
1. On August 31, 2012, the Federation of the Korean Democratic Traffic Unions (hereinafter “the Federation”) established on August 31, 2012, under the participation of 10,000 members, etc. of the Korean Labor Union in the Seoul Yongsan-gu Seoul Metropolitan City, the Assembly held a resolution for the merger of the strike, and planned to run up to the Seoul square of the Seoul East-gu Bank of Korea in the Seoul Yongsan-gu Seoul Metropolitan Area after the completion of the assembly.
As a result, on August 31, 2012, when approximately 6,00 members, etc. participated, the Korean Civil Labor Relations Commission held a resolution for the intervention in the general strike at the above Seoul Station at around 15:10 on August 31, 2012. Around 15:13 of the same day, approximately 6,00 members of the participants of the assembly held a resolution for the intervention in the general strike from around 15:13 of the same day to the sub-specing of sub-specing by using two lanes in the direction of proceeding at the Seoul Station, while moving into the sub-specing YTN in the front of the YTN in Seoul Central District, and continued to move into the YTN in the middle of the Seoul Central District Office at around 17:20 to 17:40 on the same day, and continued to move into the front direction of the head office in the south-gu Seoul Central District Office with the direction of the 81st head office.

Accordingly, the defendant conspired with other participants in the assembly and interfered with the traffic by land.
