Defendant shall be punished by a fine of KRW 3,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

1. On February 23, 2013, the Korean Democratic Trade Union Federation of Workers (hereinafter referred to as the “Korean Labor Union Federation”) (hereinafter referred to as the “Korean Labor Union Federation”) was organized to hold the 5th Workers’ and Korean Workers’ Congress (hereinafter referred to as the “Korean Workers’ Congress”) at the Seoul Station that is located in Yongsan-gu Seoul, Seoul, with approximately 4,00 members of the Korean Labor Union, in the presence of approximately 4,00 members of the Korean Labor Union on February 23, 2013.

As a result, from around 14:10 on February 23, 2013 to 15:35 on the same day, 3,500 participants of the above assembly started working using two lanes from around 14:10 to around 14:35 of the same day by using two lanes in the square of Seoul Station, where approximately 3,500 persons who participated in the above assembly participated in the sports, such as free speech, relief festivals, and singing performances.

Since then, around 16:34 on the same day, approximately 2,50 persons among the participants in active service attempted to drive along the road by using approximately 16:34 Ro-ro 1 while moving into the entire two-lanes from Ro-ri to Ro-ri, and as a result, Do-ri 1 was stopped by the police, and Do-ri 1 continued the "accident B Now-ri and pan-national Games" by not later than 17:35 on the same day, while moving into the 150-meter road between part of Ro-ri and Ma-dong.

【Criminal Facts】

The Defendant participated in the conference with approximately 2,50 workers and 16:34 of the same day from 16:34 to 17:35 of the same day, and occupied 150 meters away from the road between part of the street and the scambling, thereby making it impossible for the Defendant to pass the vehicle through the conference.

Accordingly, the defendant conspired with other participants in the assembly and interfered with the traffic by land.
