A on June 11, 2014, at the Incheon District Court, sentenced on 1 year and 6 months of imprisonment for a violation of the Act on the Control of Narcotics, Etc., and completed the execution of the sentence in the Incheon Detention Center on March 16, 2015.

1. A thief, around December 6, 2018, the Defendant: (a) concealed the documentary case in the area of “D” located in Yeonsu-gu Incheon, Yeonsu-gu, Incheon; and (b) concealed the documentary case in the area of KRW 350,000,000 in the market value of the victim E, which was in the custody of the documentary, in the form of a 350,000 Won.

Around 11:00 on March 9, 2019, the Defendant violated the Act on the Control of Narcotics, etc. (flavour) received mert cams (i.e., one philopon; hereinafter “philopon”) from G from the Yeonsu-gu Incheon Metropolitan City F, and received 0.03g of mert campopon from G without compensation, and used the camopon 0.03g of the philopon received within the Defendant’s residential container within the above F, in a single-use injection, and injected it into the Defendant’s hand.

Accordingly, even if the defendant is not a person handling narcotics, he received and administered psychotropic drugs.

The defendant of "2019 Highest 3179" (Defendant A) is not a handler of narcotics.

1. On October 2017, the Defendant purchased and sold 0.7g of philopon, which was 0.7g in the vicinity of the Michuhol-gu Incheon Metropolitan City H’s I convenience store, from J, and in return, received 2.50,000 won in cash from J, and sold philopon.

2. On October 2017, the Defendant: (a) around the first half of 2017, at the center of the J in Yeonsu-gu Incheon, sold 0.8g of philopon, which was 0.8g in front of the dwelling of the J in Yeonsu-gu Incheon, and in return, received cash KRW 300,000 from J, and traded philopon.
