1. On January 15, 2018, the Defendant issued a corrective order and penalty surcharge payment order in the attached Form B, which was issued against the Plaintiff, to the Plaintiff.
Reasons
1. Basic facts
A. The status and general status of the Plaintiff, etc. 1) was established as the Plaintiff, C, D, E, E, and F, Co., Ltd. O on September 29, 2005, and the name of the company was changed to F on January 11, 2012. The name of the company was also changed to F, Co., Ltd. before January 11, 2012. The term “stock company” is omitted in entering the name of the company.

B. K City L Project 1) K si (hereinafter “K Si”) project outlines
In accordance with the M Master Plan in 1995, the "N Project Promotion Plan" was formulated around August 1998 in accordance with the waterworks pipeline map managed as a water work in the paper map.
N Project is to utilize computerized pipeline network data and map-based management program in waterworks-related work, and K City completed the construction of N Database around December 2004.
However, until 2004, the waterworks pipeline database was produced by means of a single-use survey or a counter-survey method of the city construction and did not have an examination process for accuracy, and the work performance and quality were not equal due to the fault produced by non-professionals.

In order to obtain accurate and consistent survey results, the survey and exploration of underground facilities from July 2005 are conducted.
