1. The plaintiff's claim is dismissed.

1. Details of the disposition;

A. The status of the Plaintiff, etc., the F Co., Ltd. (hereinafter referred to as “Co., Ltd.”), G, H, I, J, K, K, L, and M are nine companies engaged in the geographic information system (Gerograc system, hereinafter “GIS”).

B. 1) E City/Do established a plan to implement the waterworks pipe map, which has been managed as water works on the paper map of the past E City, around August 1998 in accordance with the "Master City General Plan for the Establishment of GIS" in 1995. The waterworks pipe GIS project is to utilize computerized pipeline data and guidance-based management program for waterworks-related work, and E City/Do has completed the construction of waterworks GIS database around December 2004. However, until 2004, the waterworks pipe database was produced as one-time survey method and did not have the quality of the work outcomes produced by non-professionals. 2) In order to obtain more accurate and consistent survey results, E City is to undertake a survey project by entrusting a specialized entity with the survey of underground facilities and its guidance-based management program from July 2005 to a specialized entity (hereinafter "specialized entity") every year.

C. 1) The instant project was conducted by combining E areas in 2008. Since 2009, the instant project was implemented by dividing the two bidding districts into two bidding districts and two bidding districts. Since 2012, the instant project was implemented by dividing into three districts, such as Seonam District (a part of the area adjacent to the existing O districts and part of the area adjacent to the O districts), Dongnam District (a part of the area adjacent to the existing P districts and part of the area adjacent to the O districts), and Seobuk District (a part of the area adjacent to the existing P districts). 2) The instant project was ordinarily conducted between February and March each year.
