Reasons
1. Details of the disposition;
가. 원고는 직업능력개발훈련 위탁교육업체인 챌린지러닝코리아 주식회사(이하 ‘챌린지러닝코리아’라 한다)와 인터넷원격훈련(정보통신매체를 활용하여 훈련이 실시되고 훈련생관리 등이 웹상으로 이루어지는 직업능력개발훈련)의 방식으로 이루어지는 직업능력개발훈련 위탁계약을 체결하고, 아래 표의 ‘훈련과정명’ 및 ‘훈련기간’란 각 기재와 같은 내용으로 훈련과정(이하 ‘이 사건 각 훈련과정’이라 한다)을 실시하였다.

나. 원고는 원고가 챌린지러닝코리아에 훈련비 합계 10,906,000원을 지불하였다는 취지의 세금계산서 등을 첨부하여 피고에게 2010. 8. 23. 2,612,400원, 2010. 10. 13. 2,256,000원, 2011. 8. 16. 1,326,200원의 이 사건 각 훈련과정에 대한 직업능력개발 훈련비용의 지원금을 신청하여 피고로부터 2010. 9. 7. 2,612,400원, 2010. 11. 4. 2,256,000원, 2011. 9. 19. 1,326,200원 합계 6,194,600원의 지원금을 지급받았다.
C. On August 22, 2013, the Defendant issued a prior notification procedure that the Plaintiff is scheduled to take an administrative disposition, such as an order to refund the subsidies for training expenses, and paid to the Plaintiff the amount lower than the training expenses determined by the Plaintiff as an illegal transaction of training expenses, but applied for the cost as if the Plaintiff paid the training expenses normally.
