A. A promotion enterprise Co., Ltd. (hereinafter “promotion enterprise”) filed an application for approval of a general industrial complex plan with the Defendant around July 2013 in order to create an industrial complex in Category A (hereinafter “instant industrial complex”).

B. The Defendant approved the instant industrial complex plan on December 30, 2013 (hereinafter “instant disposition”) pursuant to Article 15 of the Act on Special Cases Concerning the Simplification of Authorization and Permission Procedures for Industrial Complexes (hereinafter “Special Cases Act”), and publicly notified the following:

1. Name of industrial complex: consignor general industrial complex; and

2. Purposes for the designation of an industrial complex: To organize a consultative body for occupancy by inviting enterprises that desire to move into an industrial complex to facilitate the relocation of enterprises which desire to move into an industrial complex, prevent reckless development through planned location, and to encourage enterprises that desire to move into an industrial complex in order to create jobs and revitalize the regional economy according to the previous location.

(b) The location and area of an industrial complex: 314,379.7 square meters in the area A, Cheongju-do, Chungcheongnam-do;

4. Period and method of development of an industrial complex: Method of development from 2012 to 2015: Private development method (SPC establishment);

5. The operator of an industrial complex development project: A stock company B (hereinafter referred to as “instant company”);
