Defendant shall be punished by a fine of KRW 500,000.

Where the defendant fails to pay the above fine, one hundred thousand won shall be one day.

Punishment of the crime

The defendant is a teacher who belongs to the B located in Jeonnam-do, Jeonnam-do.

1. On May 28, 2014, the Ministry of Education proposed the second teachers’ declaration by asserting that the second teachers’ declaration of life-sustaining teachers on May 13, 2014 was legitimate and the disciplinary policy against the said forty-three persons of the Ministry of Education was unfair, and the teachers who will participate in the second teachers’ declaration of teachers against the State Public Officials Act (the second teachers’ declaration) were able to communicate by using e-mail and cellular phone among the E website “F” on May 19, 2014.

On May 20, 2014, J, a private person, expressed his or her opinion to participate in the posts on the bulletin board of the Blue House website by gathering the opinions of the teachers who agreed to participate in the posts and raising them on the bulletin board of the Blue House.

The comments posted comments to the effect that the comments were “...........”

On May 21, 2014, K of dismissed teachers expressed his/her intention to participate in the above bulletin on May 21, 2014, and "persons wishing to participate" join the L which he/she opened for smooth discussion.

The 79 teachers, including the defendant, expressed their intention to join as the jointly signed person in accordance with D's proposal, such as posting comments to the purport that they are called.

On May 28, 2014, MM teachers N connected to the Cheongdae website (www.pred.go.gor) at a non-displace on a free bulletin board and posted a teacher’s notice of the title “O” under the joint signature of 80 teachers who expressed their intent to participate by N, etc. (hereinafter “the second teachers’ declaration”).

The above J posted the notice of the above teachers’ declaration on the “G” bulletin board on the website “F” on the same day, and then linked the address of the bulletin board on the Cheongdae website and requested the preparation of “Visits, character of official seal, writing on comments,” etc. in the teachers’ declaration posted on the above free bulletin board.

The letter of the above teachers' declaration is the first teachers' declaration posted on the bulletin board on May 13, 2014.
