【Criminal Facts】

1. On May 19, 2014, Defendants F of the Hasung E Elementary School Teachers’ Name F of the G website “H” and the title “K” is called “K” on the bulletin board of “H,” and the second teachers’ declaration was presented to the effect that, on May 13, 2014, the Ministry of Education’s disciplinary policy against the said forty-three persons was legitimate, and that, on the other hand, the teachers to participate in the declaration would interfere with contact by using e-mail and cellular phone.

On May 20, 2014, L, which is a naval teacher, posted a statement to the effect that “The consenting teachers express their opinions to participate in the comments and make it possible to collect them and put it up on the free bulletin board on the Blue House website.”

On May 21, 2014, M of the dismissed teacher expressed his intention to participate in the above notice, and the person wishing to participate in the N (O) that he opened for smooth discussion.The 79 teachers, including the defendant, expressed his intention to participate in the post as a joint signature in accordance with F's proposal.

Since then, on May 28, 2014, Phigh school teachers Q connected to the Cheongdae website (WWW.presid.go.kr) at an infinite site on May 28, 2014, and posted a teachers’ declaration under the title “R” (hereinafter “the second teachers’ declaration”) under the joint signature of 80 teachers who expressed their intent to participate in Q themselves, etc. on the free bulletin board.

On the same day, L posted the notice of the above teachers’ declaration on the G website “H” bulletin board, and then linked the address of the Cheongdae website to the address of the free bulletin board, and requested the preparation of the teachers’ declaration posted on the said free bulletin board, such as “Visits, character of official seal, comments,” etc.

On May 13, 2014, the letter of the above teacher's declaration is the first teacher's declaration that was posted on the free bulletin board of the audience homepage.
