Defendant

A shall be punished by imprisonment for eight months.

However, the above punishment against Defendant A for a period of two years from the date this judgment becomes final and conclusive.

1. Defendant A’s criminal history is a Chinese national foreigner who has entered and stays in Korea as a non-resident (F-5).

The defendant, entrusted to the Minister of Culture and Tourism, failed to pass a written examination of the qualification examination for tour interpretation and guide conducted by the Human Resources Development Service of Korea.

On May 2015, the Defendant was aware of the fact that the Defendant could be exempted from the two subjects in the written examination when submitting a certificate of graduation to prove that he/she was a graduate with a major in tourism at a junior college or higher level under the High Education Act at the time of receipt of a written application for a written application for a written examination for interpretation of tourism.

Accordingly, the defendant, in collusion with China, who is the husband of C and China, has forged a certificate of graduation as if the defendant had been a major in tourism area at the Chinese university, and submitted the relevant documents to the Human Resources Development Service of Korea to be exempted from two subjects during the written tour interpretation guide.

A. On May 20, 2015, the Defendant forged a copy of a graduation certificate issued in the name of the Department of D University Department to the effect that “the Defendant graduated from D University Tourism Management Department No. 4 years,” upon request from China based on the name and influent Chinese, which is a forged book in China, via C, at an influent place at around May 20, 2015.”

Accordingly, the defendant, in collusion with C and Non-name Chinese, forged a copy of the D University School Department's graduation certificate, which is a private document on fact-finding without authority, for the purpose of exercising the right.

B. On July 27, 2015, the Defendant received an application for a qualifying examination for tourism interpretation guidance from the Jeju Branch of the Human Resources Development Service of Jeju-dong, Jeju-do, Jeju-do, and submitted the application as if the Defendant had been duly formed to the staff in charge of the Human Resources Development Service of Korea, who was aware of the forgery.
