A defendant shall be punished by imprisonment for not less than eight months.

However, the execution of the above punishment shall be suspended for a period of two years from the date this judgment becomes final and conclusive.

Punishment of the crime

1. The Defendant was aware of his knowledge while preparing a qualifying examination for tourist interpretation and guide conducted by the Human Resources Development Service of Korea on commission of the Minister of Culture and Tourism at the Jeju city from April 2014;

C When submitting a false certificate of graduation, etc. to prove that he/she graduated from a junior college or higher under the High Education Act, which can prove that he/she graduated from a junior college or higher under the same Act, he/she could be exempted from the two subjects among the qualification examination for tour interpretation guidance, he/she will be exempted from the two subjects. After forging the certificate of graduation as he/she graduated from a college located in China, he/she will submit the relevant documents to the Human Resources Development Service of Korea to obtain exemption from the two subjects in the qualification examination for tour interpretation guide.

In May 2015, the Defendant: (a) requested C to forge documents, such as tourist laws and regulations, and a certificate of graduation for the exemption of two subjects from the opening of the two subjects in the tourism education among the qualifying examination for tour interpreter in the middle of May 2015; (b) issued his identification card with 200,000 won in the name of the forged expenses; (c) in an influence method, C forged one copy of a certificate of graduation under the name of the Minister of Education of the University Department of University, the purport that “the Defendant graduated from the course of study in the fourth year of the University Tourism Management Department at the University,” and the Defendant was issued a false certificate from C on July 2015.

Accordingly, the Defendant, in collusion with C, forged a copy of his graduation certificate with respect to himself, which was in the name of the director of the Department of University Department of University, for the purpose of exercising authority.

2. On July 27, 2015, the Defendant received an application for a qualifying examination for tour interpretation and guide at the Jeju Branch of the Human Resources Development Service of Jeju-dong, Jeju-do on July 27, 2015, and forged as provided in paragraph 1.
