Defendants shall be punished by imprisonment for eight months.

However, each of the above two years from the date this judgment became final and conclusive is against the Defendants.

Punishment of the crime

1. Defendant A is a foreigner of Chinese nationality who has entered and stays in Korea as a visa (F-2).

On November 2015, the Defendant, who was entrusted by the Minister of Culture, Sports and Tourism, failed several times to pass the written examination for the qualifying examination for tourist interpreter and guide staff in charge of the Human Resources Development Service of Korea, submitted a certificate of graduation, etc. to prove that he/she was a graduate of a junior college or higher under the Higher Education Act upon receipt of an application for the written examination for the above tourist interpreter and guide staff at a junior college or higher under the Higher Education Act, could be exempted from 2 subjects in the above written examination. In collusion with China, the Defendant conspired with China, who is not a forgery of the above written examination, and submitted the relevant document to the Human Resources Development Service of Korea, which submitted to the Human Resources Development Service of Korea, to be exempt from 2 subjects in the written examination for tourist interpreter and guide staff.

사문서위조 피고인은 이에 따라 2015. 12. 21.경 대한민국 제주시 이하 불상지에서 위 D에게 졸업증명서 위조 비용 명목으로 50만 원을 송금하고 모바일 메신저 위챗을 통해 피고인의 신분증 사진을 찍어 보냈고, 위 D 및 성명불상의 중국인은 위와 같이 공모한 대로 불상의 방법으로 ‘피고인이 흑룡강대학교 력사문화관광학원 관광관리학과 4년제 본과에서 학습하여 졸업하였다.’는 취지의 흑룡강대학교무처 명의로 된 졸업증명서 1장을 위조하였다.

Accordingly, the defendant, in collusion with the above D and China in name, forged one copy of the graduation certificate in the name of the Black, Mymna University of Black and Mymna for the purpose of exercising a certificate of fact without authority.

B. On February 24, 2016, the Defendant applied for a qualifying examination for tourist interpreter and guide in the Jeju-dong Branch of Human Resources Development Service of Jeju-do.
