Reasons
Punishment of the crime
On May 13, 2008, the Defendant was issued a summary order of KRW 4 million by the Changwon District Court for the violation of the Road Traffic Act (driving). On March 20, 2015, the Defendant was sentenced to ten months of imprisonment and two years of suspended execution.
1. On October 15, 2019, the Defendant, while under the influence of alcohol at around 22:48, the blood alcohol concentration of 0.196%, driven an E QM5 car from the front of Gangseo-gu to the front of the Diplomatic Association located in Gangseo-gu, Busan, to the roads located in Gangseo-gu C, and driven it twice or more.
2. No owner of any motor vehicle shall operate any motor vehicle which is not covered by mandatory insurance on a road;
Nevertheless, the Defendant operated the car without mandatory insurance at the same time and place as Paragraph 1.
