Reasons
1. Basic facts
A. Defendant P Co., Ltd. (hereinafter “Defendant P”) as the parties to the contract newly constructed and sold R apartment units (hereinafter “instant apartment units”) which are multi-family housing of 13 units,628 units on the land of Q 72,182,593 square meters in Jung-gu Incheon Metropolitan City, Jung-gu, Incheon Metropolitan City. The Plaintiffs are those who concluded a sales contract with Defendant P on the instant apartment units (hereinafter “each of the instant apartment units sales contract between the Plaintiffs and Defendant P”); Defendant Korea Overseas Bank (hereinafter “Defendant Foreign Exchange Bank”); and Defendant National Bank Co., Ltd. (hereinafter “Defendant National Bank”); hereinafter collectively, the above banks extended the part payment of each of the instant units sales contract to the Plaintiffs other than Plaintiff C; and the financial institutions and Defendant Korea Land and Housing Corporation (hereinafter “Defendant Corporation”) are the Incheon Free Economic Zone Zone in which the instant apartment units were constructed and the site of the instant apartment unit is supplied to Defendant P.
B. Q, which is the site of the apartment site of this case, is located near the Dong-do of Yong-do, an island located in Jung-gu Incheon Metropolitan City.

C. On August 11, 2003, the Ministry of Finance and Economy publicly notified on August 11, 2003, designated the Incheon Free Economic Zone as a development project implemented in the Incheon Free Economic Zone, and is implemented in the Incheon Free Economic Zone.
