Defendant
A shall be punished by imprisonment with prison labor for the crimes in paragraphs 1 through 5 of the attached list of crimes (1) in the judgment of A.
Reasons
Criminal facts
1. On January 17, 2013, Defendant A was sentenced to a suspended sentence of two years for fraud, etc. at the Daegu District Court on October 10, 201, and the said judgment became final and conclusive on the 25th of the same month, and is currently under suspended execution. Defendant A is the actual operator of the Korea Vocational Special School in Busan Metropolitan City, Lcare Institute, M NN Education Center in Busan Metropolitan City, and the N Education Center affiliated with N Education Center.
When residents escaping from North Korea receive vocational training more than a certain period of time during their place of residence, the Defendant used a system that allows them to receive vocational training subsidies from the State. In fact, the North Korean defectors issued a false certificate of completion despite they did not receive vocational training in a private teaching institute, education center, etc. operated by the Defendant, and let the relevant public officials escaping from North Korea receive the above vocational training subsidies and received the money in return.
In collusion with P who is North Korean defectors, the Defendant issued a false certificate of completion that “P has completed the course of obtaining a caregiver qualification at the N Education Center from December 1, 201 to November 30, 201,” and that “P has completed the course of obtaining a nurse qualification at the N Education Center from March 1, 201 to February 28, 201,” and that “P has received a false certificate of completion of completion of the course of obtaining a caregiver qualification at the N Education Center from March 1, 201, to November 30, 201, with a false certificate of completion of completion of the course of obtaining a caregiver qualification at the N Education Center in the name of Busan Local Employment Center and the N Education Center from October 12, 2012 (the letter of completion of the course of obtaining a caregiver qualification at the N Education Center, with a false certificate of completion of completion of completion of vocational training and vocational training in the name of Busan Local Employment Center and No. 2141, Dec. 12, 2012).
As above, the Defendant conspired with P to make a false representation in P.
