Reasons
1. The reasoning of the judgment of the court concerning this case is as stated in the reasoning of the judgment of the court of first instance. Thus, the reasoning of the judgment of the court of first instance is consistent with Article 8(2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act.
(2) The court of first instance that rejected the Plaintiff’s claim on February 2, 201 is justifiable, and the Plaintiff’s claim should be dismissed on the ground that the Plaintiff’s claim was groundless.
The judgment of the first instance is just in conclusion, and the plaintiff's appeal is dismissed as it is without merit.
