Defendant shall be punished by a fine of KRW 4,000,000.

If the defendant does not pay the above fine, the amount of KRW 100,000 shall be paid.

Punishment of the crime

1. On August 15, 2011, the Defendant participated in the “8/15 Nation’s Games” held by the 8/15 Nation’s Congress, which was led by the president of the Korean Democratic Trade Union, etc., on the road in front of the Seoul Square (Seoul or Taeyeong-ro) located in Jung-gu, Seoul.

The Defendant, from 11:40 to 12:50 on the same day on which the above assembly was in progress, occupied approximately 3,50 other participants in other assemblies, with the three thousands of participants in other assemblies, and proposed relief, thereby making it impossible for the Defendant to pass the vehicle through the conference.

Accordingly, the defendant, in collusion with approximately 3,50 participants in assemblies, interfered with the traffic by land.

2. On August 27, 2011, the Defendant participated in an assembly of the Jongno-gu Seoul Jongno-ro 2, which was held by Jongno-ro 2 in the Cheong River square, around 19:00 on August 27, 2011.

From 23:30 on the same day to 0:05 on the following day, the Defendant: (a) placed 2,500 participants in the assembly from before the National Police Agency to the front of the independent park through Seodaemun Lane and an independent door, and (b) promoted relief, such as “B-Detention”, and fested or led for about one hour.

Accordingly, the defendant, in collusion with approximately 2,50 participants in assemblies, interfered with the traffic by land.

3. On December 10, 2011, the Defendant, from around 17:40 on December 10, 201 to around 19:42 on December 10, 201, participated in the “Wee 4 party and pan-state” holding at the Jongno-gu Seoul Cheongsan square, Jongno-gu Seoul, in the “Wee 4 party and pan-state culture system at night.”

After the completion of the above assembly, from 20:11 to 21:19 on the same day, the Defendant occupied the lanes of 1,500 participants in other assemblies, with one another, and obstructed the flow of vehicles by leading low-speed route, Eul-ro 2, Sung-ro, Sung-ro 2, Ho-ro 2, Haak-ro 2 to the route of progress.
