Reasons
Punishment of the crime
1. On June 29, 2011, the Defendant participated in the pan-national conference organized by the organization “B” in the Cheong River square in Jongno-gu Seoul on June 29, 2011.
From 15:15 to 17:30 on the same day on which the above assembly was in progress, the Defendant, along with approximately 3,00 persons who participated in another assembly, moved in the front of the Cheongdo square in front of the above Cheongdo square or the front of the end of the road in Jongno-gu Seoul, Jongno-gu, Seoul, thereby hindering the traffic of vehicles by driving along, or by creating relief services.
Accordingly, the defendant conspired with other participants in the assembly and interfered with the traffic by land.

Accordingly, the defendant conspired with other participants in the assembly and interfered with the traffic by land.
