1. Details of the disposition;

A. The Plaintiff, a company running a new and renewable energy-related business, a construction business, an electrical construction business, etc., completed the registration of the electrical construction business under Article 4(1) of the Electrical Construction Business Act on March 17, 2009.

The Korea Energy Corporation is a public institution established pursuant to Article 45 of the Energy Use Rationalization Act that carries out energy use rationalization projects, etc., and B is an affiliated institution established in the Korea Energy Corporation to promote the use and dissemination of new and renewable energy pursuant to Article 31 of the Act on the Promotion of the Development, Use and Diffusion of New and Renewable Energy (hereinafter “New and Renewable Energy Act”) and Article 29 of the Enforcement Decree of the Act on the Promotion of the Development, Use and Diffusion

B. From January 2014, Seoul Special Metropolitan City promoted “C Distribution Project” in accordance with Article 25 of the Seoul Special Metropolitan City Ordinance on Energy and Article 5 of the Seoul Special Metropolitan City Ordinance on the Establishment and Operation of the Climate Change Fund. The announcement of “D Business” was made on January 9, 2017, and the announcement of “E Business” on January 23, 2018.

The main contents of each of the above notices are as follows:
