The Defendant is a person who operates Grand Co., Ltd.

No one shall cover a registration number plate intentionally or make it illegible, and such a motor vehicle shall not be operated.

Nevertheless, around 13:50 on December 6, 2018, the Defendant stopped the above vehicle on the front road in Bupyeong-si, Busan, and made it difficult to identify the registration number plate by attaching it to the front number plate of the above vehicle.
