1. The Defendant’s KRW 3,935,705,80 for the Plaintiff and KRW 6% per annum from April 30, 2013 to February 18, 2016.

1. Basic facts

A. The Plaintiff is a company established for the purpose of telecommunications business.

B. On June 28, 2011, the Gyeonggi-do Superintendent of an Office of Education (hereinafter referred to as the " Gyeonggi-do Office of Education") issued a public notice to select a business operator of the "Smart IT Infrastructure Construction Project" (hereinafter referred to as the "instant project") with the content of the establishment of a four-class system, other than the development of the language development of the Gyeonggi-do Office of Education (hereinafter referred to as the "Kmart IT Infrastructure") and sent a written request to communications business operators, including the Plaintiff, to submit the proposal for the instant project.

C. On July 8, 2011, the Plaintiff submitted a proposal for the instant project to the Gyeonggi-do Office of Education, and held a project explanation meeting on July 15, 201. The Gyeonggi-do Office of Education notified the Plaintiff of the evaluation results of the said proposal on July 25, 201, and designated the Plaintiff as the business entity of the instant project on October 7, 201 following technical negotiations.

Accordingly, on October 11, 201, the Plaintiff and the Gyeonggi-do Office of Education concluded a business agreement including the following matters:

Article 3 (Field of Cooperation) (1) The Gyeonggi-do Office of Education shall actively implement the following matters:

1. Integration of cable communications and text delivery systems used in educational administrative agencies and unit schools;

2. Securing a place where a system for the operation of an integrated communications system and related systems is built, and using surrounding environmental equipment;

3. Facilitation of international exchanges by domestic and foreign students, teachers, and the general public;

4. Guidance for the sale of smart DNAs according to the Plaintiff's sports education price policies;

5. The operation of the exclusive team to promote the construction of smart IT infrastructure, etc. ② The Plaintiff shall actively implement the following matters:

1. Promotion of exclusive fishing development projects suitable for the smartphone environment of the Gyeonggi-do Office of Education;

2. Promotion of projects for establishing a system for transmitting large letters;

3. Promotion of projects to build Wi-Fione Infrastructure;

4. being used in educational administrative agencies and units schools;
