The defendant shall be innocent.
Reasons
1. The summary of the facts charged is that the Defendant was a person who had not reported child abuse crimes under the Act on Special Cases Concerning the Punishment, etc. of Child Abuse Crimes while working for the “E Child Care Center” located in Seo-gu, Seo-gu, Seo-si as a child care teacher in the future.
1. The Defendant committed the crime of February 15, 2017: (a) around 14:27 on February 15, 2017, 2017: (b) took lessons in the class of the above child-care center first half of the day of the birth center; (c) was unable to properly use the answer; and (d) was removed from the arms of the damaged child who was in the course of receiving official books from the original children; and (e) was returned to the victimized child and the damaged child who was in the course of using the divers, and was laid down on the floor of the damaged child’s official books even though the victimized child was issued the official books to all other dives, and was laid down on the floor of the damaged child’s official books.

2. The Defendant committed the crime of February 16, 2017: around 14:40 on February 16, 2017, in the first half class of the Child Care Center (hereinafter referred to as the “Child”) around 16:30 on February 16, 2017, written by the Defendant so that he/she may not submit his/her official policy upon receipt of the victimized child, as described in paragraph 1.

Accordingly, the defendant committed emotional abuse that harms the mental health and development of children.
2. Determination
A. Article 17 subparag. 5 of the Act on the Punishment of Children’s Child Abuse(1) provides that “ emotional abuse that causes harm to the mental health and development of a child” constitutes emotional abuse or emotional abuse not accompanied by the exercise of tangible power, but does not cause physical damage.
