A defendant shall be punished by imprisonment for six months.

However, the execution of the above punishment shall be suspended for two years from the date this judgment becomes final and conclusive.

Punishment of the crime

On January 2019, the Defendant accepted an Internet advertisement to the effect that “to allow a Korean driver’s license without obtaining a license” at the Defendant’s residence located in Kimpo-si apartment B apartment, Kimpo-si, and sought an explanation to the effect that “A Korean driver’s license may be issued without obtaining a license,” and that “A Korean driver’s license may be exchanged with a Korean driver’s license, if a passport, evidentiary photograph, etc. is sent.”

1. Around January 2019, the Defendant: (a) requested the Defendant to create the said D’s license in the vicinity of the foregoing apartment building B; (b) the Defendant’s Vietnam passport, resident registration certificate, Vietnam identification card, verification photograph, etc.; and (c) around that time, D used the said documents to deliver the said documents to the name in Vietnam; and (d) manufactured the Defendant’s license in the name in the name in the name of the traffic station in Vietnam in a manner that the name is unknown.

Accordingly, the Defendant forged the driver's license under the name of the Vietnam Transportation Bureau, a private document on the certification of facts, for the purpose of uttering in collusion with D and the person in poor name.

2. On March 5, 2019, at around 09:00, the Defendant submitted a false driver’s license certificate to a public official in charge of issuing a foreign driver’s license in the Gangseo-gu Seoul Metropolitan Government “Gangdo driver’s license test site” located in the Southern-gu Seoul Metropolitan City Southern-ro, as stated in the foregoing “1.” Accordingly, the Defendant, in collusion with D and name defective persons, exercised the driver’s license under the name of the Vietnam-Naman Transport Bureau, which is a forged private document. 3. Performance of official’s performance of official duties is the same time and place as the foregoing “2.”
