Defendant shall be punished by a fine of KRW 4,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

On May 31, 2017, the Defendant is a foreigner of Vietnam who entered the Republic of Korea and stays abroad (D-2).

1. In order to obtain “exchange Issuance” as Korean driver’s license even though there is no Vietnam driver’s license, the Defendant paid fees to Vietnamese B, who arranged the forgery of Vietnamese driver’s license, and received forged Vietnames driver’s license, and applied for “Exchange Issuance” at the domestic driver’s license test site to obtain a domestic driver’s license.

On December 24, 2018, the Defendant reported to the effect that “I would permit B to obtain a Korean driver’s license for a vehicle in Vietnam and exchange the Korean driver’s license,” which was published on B’s Internet “C,” and that the Defendant did not obtain a driver’s license in Vietnam, the Defendant requested B to produce a Vietnam driver’s license for the purpose of exchanging the Defendant’s domestic driver’s license, and submitted an application for the exchange of the foreigner’s license as if B was duly formed with the Defendant’s passport, alien registration certificate, evidentiary photograph, etc., and paid KRW 6.50,00 to B on January 11, 2019.

As a result, the Defendant, in collusion with B and a person in poor name, forged a driver's license in the name of the Vietnam Traffic Bureau against the Defendant, a private document regarding a certificate of fact, and exercised it.

2. The Defendant of obstruction of performance of official duties by fraudulent means was forged in the Daegu driver's license test on January 11, 2019.
