Defendant
A shall be punished by a fine for negligence of KRW 2,000,000, and by a fine of KRW 1,000,000.

Reasons
Punishment of the crime
Defendant
A is a person who has fallen as a candidate for a J Party in the presidential election campaign conducted by H, and Defendant B is a person who managed “K as a volunteer of the above election campaign office.”
1. On January 2016, the Defendants established a candidate fund called “K” and distributed the said fund subscription certificate indicating the name, etc. of Defendant A to the electors in the I military, and conspired to publicize and appeal for support to the electorates so that Defendant A can be elected in the above I military reelection.
Any person who distributes a document by illegal means, advance election campaign, or sign and seal campaign shall not distribute any document, picture or printed matter indicating a candidate's name to support and recommend a candidate, or distribute any document, picture or printed matter indicating a candidate's name, except in any way prescribed by the Public Official Election Act prior to the election campaign period, with the exception of any method prescribed by the Public Official Election Act, and shall not obtain any signature or seal from the electorate for an election campaign.
Nevertheless, the Defendants conspired to cause the Defendants to distribute the certificate of fund subscription including Defendant B (the “recommended”) from February 1, 2016 to the same year.
3. The Minister of Land, Infrastructure and Transport shall distribute to the 1,471 U.S. electorates of I military forces, such as Mc. Mc. Mc. Mc. L up to the middle-class police officer, a letter of “K” stating that Defendant A’s name, mobile phone number, account number, and phrases that “each effort and intent is made by many persons, so that H military election can be carried out clean and correct politics,” and he shall publicize Defendant A and appeal to the effect that Defendant A will be elected in the I military re-election, and from 1,471 electors of I military forces, the said letter of fund subscription.
