A defendant shall be punished by imprisonment for three years.

Punishment of the crime

The Defendant, in C and China, planned to purchase Mepters (one philopon; hereinafter referred to as “philopon”) in C and China to bring them into the Republic of Korea, notified C of the contact address of a book selling philopon in China, and transferred KRW 1.8 million to the Agricultural Cooperative Account in C on September 20, 2016 as the price for philopon.

C purchased approximately 13.9g of Handphones, which the Defendant informed in front of the vehicle parked in the E-do of China, around 17:00 of the same month, from the books of sales of Handphones.

On the 22th day of the same month, C concealed approximately 13.9g of Handphonephones purchased from the above ship's Cheongdo around the same month into the Red Sea. At around 15:50 of the same day, C entered the Incheon International Airport of the Republic of Korea on the same day, starting from the Cheongdo-dong Air F, around 13:25 of the same day.

Accordingly, even if the Defendant is not a narcotics handler, the Defendant imported philophones, a local mental medicine, from China to Korea in collusion with C.
