The judgment of the first instance is revoked. On July 7, 2015, the Defendant revoked the first instance court’s revocation of the recognition of “construction machinery (mid the last period + operation practice)” and the second year (from July 7, 2015 to July 6, 2017) on consignment and personal restriction, return of KRW 15,119,870, and additional collection of KRW 15,119,870, respectively, and the suspension of qualification for two years (from July 7, 2015 to July 6, 2017) on consignment and personal restriction on the whole process, and one year (from July 7, 2015 to July 6, 2016) on consignment and personal restriction, and the suspension of qualification for each of two years (from July 7, 2015 to July 6, 2017) on July 7, 2015 to Plaintiff B and C.
