Defendants shall be punished by imprisonment for one year.

However, the above sentence shall be executed for three years from the date this judgment becomes final and conclusive.

Punishment of the crime

1. Qualifications for elementary technology among the qualifications of construction engineers issued by the defendant AD Association shall be granted to a person who has completed an educational course related to construction technology for at least one year in an educational institution publicly notified by the Minister of Land, Infrastructure and Transport pursuant to the Construction Technology Promotion Act and has performed construction

A plays a role of unfairly introducing persons who wish to issue a construction engineer's career certificate even though they have not performed construction work for at least seven years, and E prepares a false career certificate, etc. and applies for the issuance of a construction engineer's career certificate, and F works at the D Association G Branch and H Branch Association from January 1, 2008 to November 19, 2015, while serving as a member of the D Association G Branch Association and H Branch Association, while taking charge of the receipt and issuance of a construction engineer's career certificate report, the E performs a false examination with knowledge that the career certificate submitted from E was forged or falsely stated.

Thus, Defendant A introduced I, even though he did not have performed construction work for at least seven years to Defendant A, who wished to issue a construction engineer experience certificate, and E applies for the issuance of a construction engineer experience certificate to F at the office of the D Association H branch in J around January 16, 2014, as shown in attached Table 1, and submitted a false certificate of career certificate to F, and F, knowing that the first engineer experience certificate submitted by E was forged at the above H branch office at that time, he/she received the report with the knowledge of the forgery of the first engineer experience certificate submitted by E, and then received the report with the knowledge of the forgery of the above H branch office at that time, after going through the approval procedure of the chairperson of the above H branch office, he/she was issued to the I a construction engineer experience certificate certifying that he/she is a supergrade engineer in the construction field from that time to October 30, 2014, as stated in attached Table 1 (1) or 21).
