around 15:13 on August 31, 2012, the Defendant participated in the “Wol-gu Resolution on the Merger of the Republic of Korea,” which was organized by the Korean Democratic Labor Union Federation at the Seoul Central-gu, Jung-gu, Seoul, and moved to the department stores in small and medium-gu Seoul, and thereafter, approximately 8,000 participants in the above assembly were occupied from around 16:20 to 17:40 on the same day, and flicked by going to the front of the eight-lane road from around 16:20 to around 17:40 on the day.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
