Defendant shall be punished by a fine not exceeding seven hundred thousand won.

Where the defendant fails to pay the above fine, 50,000 won shall be one day.

피고인은 성명불상자들과 함께 2012. 11. 13. 15:00경부터 같은 날 15:25경까지 전북 부안군 부안읍 서외리에 있는 매창공원 광장에서 화투 20매를 이용하여 선(일명 노잡이)이 다섯 장씩 네 가지 패를 만들어 놓으면 참가자들이 그중 한패를 선택하여 돈을 걸도록 한 뒤 다섯 장을 뒤집어 세 장의 숫자 합이 0이 되도록 맞추고 나머지 두 장의 합이 높은 사람이 건 돈을 가져가는 방식으로 1회당 1,000원에서 10,000원까지 도금을 걸고 5회에 걸쳐 속칭 '도리짓고땡'이라는 도박을 함께 하였다.
