Provided, That where it is necessary to investigate or confirm the grounds for payment of insurance money or liability reserve, it shall be closed within 10 days after receipt.

(3) If a company fails to pay insurance money, liability reserve, or refund money for cancellation within the date of payment pursuant to paragraph (1), it shall add the amount calculated by adding the interest rate for loans to the period from the day following the date of payment to the date of payment as an annual welfare
