Reasons
Punishment of the crime
Defendant is not a narcotics handler.
1. On February 2017, the Defendant: (a) known of N's O-Ad'(P) (“N”); (b) intended to contact the N with the seller of penphones and purchase the penphones; (c) transferred KRW 700,000 to the accounts of the Saemaul Cooperative in the name of Q Q, known by N; (d) on February 20, 2017, in a building located near the Saemaul Treasury located in Gangdong-gu Seoul Metropolitan Government, Gangdong-gu, Seoul, the Defendant purchased approximately 0.4g of the penphones (i.e., a one-time mobile phone; hereinafter referred to as the “rophones”).
2. On February 21, 2017, around 23:00, the Defendant purchased a penphone at the trade influoring telephones located in the Dongjak-gu Seoul Metropolitan Government Salydong, with a single injection of KRW 900,000 in cash from N, and with approximately 0.8g of philophones.
3. On March 11, 2017, the Defendant received approximately 0.03 gram-phones contained in the one-time injection device from Ssinging S through R-rating to receive, without compensation, a single-use injection device containing approximately 0.03 gram-phones, and administered a ro-phone by inserting it into a single-use injection device containing approximately 0.03 gram-phones, and administering the ro-phones in a way of injection into the Defendant’s arms.
4. On March 12, 2017, the Defendant: (a) placed water in the non-fluent telephone room located in the Gangnam-gu Seoul Geumdong; (b) divating in a single-use injection machine containing approximately 0.03g of phiphones; and (c) administered phiphones by means of injection into the Defendant’s arms blood cells; and (d) provided one-person “T” with approximately 0.02g of phiphones without compensation to the said telephones operated in the instant telephones.
5. On March 19, 2017, the Defendant puts about 0.05 grams in V offices located in U and II of Gangdong-gu Seoul Metropolitan Government around 23:0, in a disposable injection machine, and dilution with water, and then, in the Defendant’s asphalt.
