A defendant shall be punished by imprisonment for one year.

However, the execution of a sentence shall be suspended for a period of two years from the date this judgment becomes final and conclusive.

Punishment of the crime

Defendant is not a narcotics handler.

1. Purchasing philophones;

A. The Defendant, using mobile phone B, promised to purchase camphographs (one philopon; hereinafter “philopon”), which is a local mental medicine, from a person who sells his/her name in secret, and then deposited KRW 700,000 into the EF account (G) in the name of E used by the said person at a location located in Yeongdeungpo-gu Seoul Metropolitan Government, at around 16:49 on June 26, 2018, the Defendant deposited KRW 70,000 in the name of E at a location located in Yeongdeungpo-gu, Seoul, Yeongdeungpo-gu, Seoul, and then purchased campopon in a way that the said person concealss his/her name by hiding it.

B. On July 25, 2018, the Defendant promised to purchase a penphone from the Handphone seller I (J) using mobile phone B, and deposited KRW 1.6 million via K bank account (L) designated by I at around 10:45 to 10:50 on July 25, 2018. On July 25, 2018, the Defendant purchased a penphone from Kwikset service articles in the vicinity of the N elementary school located in Yeongdeungpo-gu Seoul Metropolitan Government, in a four-dimensional manner.

2. Medication of phiphones.

A. On June 26, 2018, at around 22:00, the Defendant injected approximately 0.1g of philopon into a single-use injection machine within the Seoul Yeongdeungpo-gu Seoul Metropolitan Government Office for the settlement of disputes, and injected it with water into the divers and in a way of infecting it with water.

B. On August 27, 2018, the Defendant administered approximately 0.1g of philophones in the same manner as the entry of a provisional port at the same place as the entry of a provisional port at around 22:00.
