피고인은 2019. 2.말경 전북 부안군 B에 있는 C마을회관에서 피해자 D이 피고인이 피해자를 마을에서 쫓아내려 했다는 이유로 계속해서 따지자 피해자에게 ”저년이 사람 잡을 년이여, 살인낼 년이여, 너는 니 애미 애비도 없냐 이년아, 주둥아리 성할 때 많이 지껄여라 이년아, 혓바닥 오그라질때까지 지꺼려라 이년아“라고 욕설을 하여 마을 주민 E, F, G 등이 있는 곳에서 공연히 피해자를 모욕하였다.
