The Intervenor joining the Defendant (hereinafter referred to as the “ Intervenor”) is a local government established under the direct control of the Government on July 1, 2006 pursuant to the Local Autonomy Act and the Special Act on the Establishment of Jeju Special Self-Governing Province and the Development of Free International City, and is performing the comprehensive local administration by employing workers with no fixed period of time according to nine categories of work, including ① general affairs, ② computer, ④ facilities, ④ agriculture and forestry environment, ⑤ health and sanitation, ⑤ tourist traffic, ⑥ driving, 7 driving, road repair, and 9 environmental beauty.
