A defendant shall be punished by imprisonment for four months.

However, the execution of the above punishment shall be suspended for one year from the date this judgment becomes final and conclusive.

Punishment of the crime

The Defendant is a representative of the “C” selected as a subsidized business entity of the “A” project to create brandation of traditional mountain medicine in 201, implemented by the victim Gangwon-do Group.

Meanwhile, “A project to create brand for traditional medicinal medicine in 201” refers to a project to support a subsidized project operator with the cost of KRW 30,000,000 (the cost of KRW 20,000,000, 3,000, 7,000,000, 7,000,000 for military expenses) under the condition that the subsidized project operator bears the cost of KRW 20,00,00,00 for the development project for cultivating medicinal plants from farmers.

On March 14, 2011, the Defendant, as a substitute for personnel expenses, charged KRW 20,000,000 of the self-paid cost with the Human Data Group. In order to pretend as if the requirements for self-paid cost are satisfied, the Defendant was able to receive the subsidies by forging the Human Data Book and submitting it to the Human Data Group, as if the Human Data Book were defiscing the number of working days or having completed the work of those who did not actually work.

On November 201, the Defendant, at the Defendant’s house located in Gangwon-do Gangwon-gun, stated “E”, “F.”, “3.75”, “80,000 won in the unit price column,” and “300,000 won in the unit price column,” without authority, for the purpose of exercising the right at the Defendant’s house located in Gangwon-do-gun, and forged four copies of the personal seal in the name of E, G, H, I, I, and J5 in the above way as stated in the attached Table Nos. 1, 5, 6, 7, 9, 11, 12, 13, and 14.

After November 25, 2011, the Defendant submitted four copies of the forged Human Rights Station to K in charge of the application for subsidies at the Investigative Zone Green Areas and Office of the Investigative Zone of the Incheon National Human Rights Office No. 187-h. 8, Gangwon-do, Gangwon-do, and the Defendant submitted four copies of the forged Human Rights Station to K.
