Reasons
Punishment of the crime

1. Violation of the Act on the Control of Narcotics, etc. by selling and buying psychotropic drugs;
A. At around 18:00 on October 21, 2013, the Defendant, at the Defendant’s residence located in Daejeon Jung-gu, Daejeon, requested D to seek psychotropic drugs-related Mespon (one philopon; hereinafter “philopon”) from D, and delivered D approximately 0.5 g of philopon on a vehicle parked in front of the PC bank located in the Busan East-gu, Busan, Busan, on its own price basis, around October 21, 2013.
B. Even if the Defendant is not a person handling narcotics, around November 8, 2013, around 19:00.
Around November 8, 2013, the Defendant stated in the paragraph received KRW 1,590,000 as the price upon the request of D to seek writingphones from D, and delivered approximately KRW 2 g of phiphones to D from the offline room in Daejeon Dong-gu, Daejeon on November 8, 2013.
C. On December 20, 2013, the Defendant was not a person handling narcotics, but at the mutual influent restaurant located in Geumcheon-gu, Kucheon-gu, Kucheon-gu, Kucheon-si, with the request of G and H to seek writingphones from G and H for its payment, and issued approximately KRW 1,50,000 to G and H for its payment. On December 20, 2013, the Defendant issued approximately 2.5g of written phones at the underground parking lot located in Daejeon-gu, Daejeon-dong, Daejeon-gu, Daejeon-dong.
Accordingly, the Defendant traded psychotropic drugs, respectively.
2. Around 18:00 on November 13, 2014, the Defendant violated the Act on the Control of Narcotics, etc. (flavoring) due to the medication of psychotropic drugs: (a) put about approximately 0.05 g of philopon into a single in a single-use protective room located in Daejeon Dong-gu, Daejeon, and 0.05 g of philopon into a single-use protective room; (b) dively dilution the Defendant’s arms; and (c) continuously administered approximately 5 minutes in the said place by the same method as 0.05 g of philopon.
Accordingly, the defendant has twice psychotropic drugs.
