Reasons
Punishment of the crime
Even if the Defendant is not a narcotics handler, he handled the Metetopoper (the clopphone; hereinafter referred to as the “philopon”) and marijuana, which is a local mental medicine, as follows:
1. Upon receipt of a request from C to request 80,000,000 won of 4g of phiphonephones, the Defendant: (a) around December 12, 2017, sent F with approximately 4g of phiphones to F by using high-speed bus freight in H located in Daegu-gu, Daegu-gu, about 17:10 on the same day; and (b) sold C with 4g of phiphones by allowing C to receive the above phiphones at around 20:00 on the same day.
2. Provision of Handphones;
A. On November 20, 2017, the Defendant: (a) received K’s request to request scopon; (b) provided K with approximately 1g 1g of scoponed bus freight at H around November 20, 2017; and (c) provided K with scopon at around 20:00 on the same day by having K receive the said scopon.
B. On November 30, 2017, the Defendant: (a) received request from K to request writingphones; (b) sent approximately 1g of writingphones from H to high-speed bus luggages using approximately 08:30 on November 30, 2017; and (c) provided K with writingphones by allowing K to receive the above writingphones from M located in L located in L located in L located in Suwon-si, Suwon-si, 11:50 on the same day.

Around December 12, 2017, the Defendant sent a penphone to C, and then received a claim from C that the quality of a penphone is not good, and sent approximately 4g of a penphone from H to H using a cellphone freight around 22:00 on December 13, 2017, and on December 13, 2017, the Defendant provided C with a penphone by allowing C to receive the above penphone from the above J on December 13, 2017.
3. On December 11, 2017, the Defendant, who administered philophones, in the low-speed vehicle parked in front of the Defendant’s home located in Daegu-gun N around 20:00, for the purpose of disposable 0.03g of philophones.
