The defendant is a person who drives a wing and cargo vehicle B.

No one shall cover a registration number plate nor make it illegible, and such a motor vehicle shall not be operated.

Nevertheless, around 14:47 on July 20, 2015, the Defendant parked the cargo vehicle in the vicinity of Seo-gu, Seo-gu, Gwangju, and made it difficult to identify the registration number plate by setting up a plastic lid.
