Reasons

1. Details of the disposition;

A. The Plaintiff is a credit information company licensed by the Defendant to engage in credit inquiry business, credit investigation business, and other business incidental thereto as prescribed by the Use and Protection of Credit Information Act.

B. On May 16, 2012, the Plaintiff entered into a contract for the development of FDS business related to FDS between NHC and NHFC (FDS) model development services, between FDS and KB National Card Co., Ltd. on January 30, 2013, and entered into a contract for the construction of FDS New FDS (hereinafter “instant contract”) and FDS development and installation (hereinafter “instant work”). From May 16, 2012, the Plaintiff’s employees were dispatched to each of the card companies as employees from May 16, 2012, and were in charge of the instant work (hereinafter “instant work”).

C. From October 2012 to December 2013, A stored and leaked customer information, such as name, resident number, mobile phone number, card number, card number, maximum amount of credit card use, etc. (No. 2,2590,000 card customers of NHF Bank, approximately 5,3780,00 card customers of KB card, and No. 2689,00 card customers of KB card), which was stored in the office of each of the above card companies from October 201 to December 2013.

On December 24, 2014, the Defendant: (a) disclosed personal credit information for non-business purposes; (b) neglected education of executives and employees; (3) improper computerized control (hereinafter “reasons for Disposition 1”; (b)”; (c) Article 14(2)8 of the former Use and Protection of Credit Information Act (amended by Act No. 13216, Mar. 11, 2015; hereinafter “former Credit Information Act”); (c) Article 6 of the former Enforcement Rule of the Use and Protection of Credit Information Act (amended by Ordinance of the Prime Minister No. 1191, Sept. 11, 2015; hereinafter “former Enforcement Rule”).
