(a) Any person who intends to engage in meat packaging business shall obtain permission from the head of a Si/Gun/Gu for each workplace as prescribed by the Enforcement Rule of the Livestock Products Sanitary Control Act;

Nevertheless, from September 4, 2014 to May 6, 2015, Defendants conspired to purchase domestic cat and remove the bones, and then packed cat without any bones as a finished product, and sell in freezing to the Seoul, Gyeonggi, and Japan, the amounting to KRW 169,323,00,00 at the market price of 169,323,00,00 in the meat packaging business, by attaching a cap on the trade name of “F” factory with different manufacturing costs, permitting numbers, contact numbers, etc.

(b) No one shall make an exaggerated indication in the packaging of livestock products, deceive consumers, mislead or mislead them;
