1. The plaintiff's primary claim and the conjunctive claim are all dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Basic facts

A. The Plaintiff was established on June 26, 1990, and its trade name was “Dong Busan Container Terminal Date,” and on October 9, 1996, the Plaintiff changed its trade name to the Korea Port Container Terminal Co., Ltd., Ltd., “Korea Port Terminal on June 1, 2009,” respectively, on March 28, 2012.

(2) The Port Authority established on May 29, 2003 pursuant to the Port Authority Act, enacted on May 29, 2003, established on January 16, 2004 for the purpose of developing and managing and efficiently operating port facilities in Busan port.

B. From July 2003, the Plaintiff was requested to perform an increased and rapid dredging of a wall so that large-scale container vessels can safely land from ship companies using a new ship loan fund. On July 25, 2003, the Busan Regional Maritime Affairs and Fisheries Office (former Busan Regional Maritime Port Office, hereinafter “ Busan Maritime Affairs and Fisheries Office”) of which the management agency of a new ship loan bank was the management agency of Busan Maritime Affairs and Fisheries (hereinafter “Seoul Maritime Affairs and Fisheries Office”) in Busan Maritime Affairs and Fisheries Office (hereinafter “Seoul Maritime Affairs and Fisheries Office”).

(2) On September 27, 2003, the Plaintiff filed an application with the Busan Regional Office for the permission of the non-management authority and the implementation plan of the above dredging project with respect to the construction of the above dredging project. On October 21, 2005, the Plaintiff was granted the permission of the above dredging project from the Busan Regional Office and completed the above dredging project on February 21, 2005.

(c) Products made to return the boat of the chief of the Busan Port;

x. The area of the sea route and the area of the sea route dredging work for the landing of the ship which entered the wharf.
