Defendant shall be punished by imprisonment for not less than two years and six months.

However, the execution of the above punishment shall be suspended for three years from the date this judgment becomes final and conclusive.

Criminal facts

Despite the fact that the Defendant is not a person handling narcotics, the Defendant dealt with the psychotropic drugs-related Meblopon (one philopon; hereinafter “philopon”) as follows:

1. The Defendant, by means of international mail B and international mail, conspired to import penphones from Cambodia to Korea.

Accordingly, B, on November 11, 2019, divided about 480 grams from Cambodia to two bags, concealed inside the e-mail, and sent them to the Republic of Korea using the following international mail entered in the recipient's "C", the purpose of water, the Dongjak-gu Seoul D, and the E-cags' meeting, and sent them to the Republic of Korea by means of international mail. On November 3, 2019, mail arrive at the Incheon State's port located in Jung-gu Incheon Metropolitan Government Port on the F, around 10:30 on November 11, 2019, the Defendant received mail at H located in Dongjak-gu, Incheon.

In collusion with B, the Defendant imported approximately 480 grams from Cambodia to Korea.

2. At around 10:30 on November 11, 2019, the Defendant, holding a phiphone, kept a handphone containing approximately 15.4g of phiphones in the car operated by I parked in the H parking lot near the H as indicated in paragraph (1), and carried a phiphone.
