피고인은 2019. 08.16. 00:20경 청주시 흥덕구 B에 있는 C지구대에 택시기사와 시비건으로 방문하여 사건처리 과정에서 신분증 제시를 요구하는 C지구대 소속 D 경장에게 “씨발 어디서 반말이여, 너는 시민한테 반말이냐 이 새꺄 어린놈의 새끼가 어디서 반말을 해 아주 싸가지 없는 새끼를 봤냐”라고 택시기사 E와 다른 경찰관 2명이 있는 자리에서 욕을 하여 공연히 모욕하였다.
