피고인은 2014. 4. 16. 00:10경 서울 강서구 C에 있는 D지구대 사무실에서 의경 E 등 10여명이 있는 가운데 피고인의 친구 F이 검거된 것에 항의하며 피해자 G에게 “어린놈의 새끼가 어디서 까부느냐, 평생 경찰이나 해먹어라 이새끼야. 니는 애비 애미도 없나, 내가 부모 뻘 되는데 어디서 지랄이야”라고 큰소리로 말하고, 계속하여 피해자 H에게 “어린 놈의 새끼, 니가 지구대장이냐, 경찰대 나와서 젊은 놈이 경감 달고 있으면 다냐 새끼야, 너는 공무집행방해 밖에 모르나, 경찰대생은 저렇게 싸가지가 없다니깐, 눈빛만 봐도 싸가지 없게 생겨가지고, 어린놈이 부모뻘 되는 사람한테 몸에 손을 대고 귀빰을 후려쳐야 한다.”라고 큰소리로 말하여 공연히 피해자들을 모욕하였다.
