The defendant is a person who operates B Poter vehicles.

No person shall cover a registration number plate nor make it illegible.

On October 22, 2018, the Defendant, around 22:30 on the roads in front of the subway station located in the Northern-dong of Busan, made it difficult to identify the registration number plate by attaching and operating a tag on the front of the subway station located in the Northern-dong of Busan, and the number plate after the vehicle.
