1. The defendant's consent to the establishment of roads with respect to the share of 217/785 square meters among F forest land 785 square meters in Sungsung-si.

Reasons

1. Basic facts

A. G filed an application for permission to engage in development activities with a view to developing H 7,874 square meters of forest land (hereinafter “the instant forest”) as a factory complex, as shown in the annexed Form 1, G intended to develop the instant forest land as a factory complex. On March 18, 2016, he/she received a request from Sungsung-si to examine “the access road to the site is going into the north side after the opening of a road from the south side of the site to the north side”; and accordingly, he/she obtained permission to engage in development activities for the instant forest land on April 14, 2016 by changing the instant forest to a road that passes through the form “” (hereinafter “the instant valley road”), as shown in annexed Form 2.
