A defendant shall be punished by imprisonment for not less than eight months.

However, the execution of the above punishment shall be suspended for a period of two years from the date this judgment becomes final and conclusive.

Punishment of the crime

To the extent that it does not substantially affect the defendant's right of defense, some amendments were made ex officio.

1. Following the sinking of the Sewol ferry on January 6, 2015, in cases where cargo vehicles are loaded on a passenger ship in accordance with the Shipping Act and the Enforcement Rule of the Shipping Act as amended, the client shall submit a measurement certificate issued by the person who registered the measurement certification business to the port passenger transport business operator, and the system was modeled on November 20, 2014.

However, as the loading of cargo after the measurement has been caused by driving away at the time of departure of passenger ships, the Defendant forged the measurement certificate and submitted it to an ocean-going passenger transport business operator, thereby attempting to load the cargo without taking measurements.

2. Forging a private document;

A. On January 20, 2017, the Defendant: (a) made a copy of a measurement certificate in the E gas station’s name “6”, “2017-01-20”, “D”, “24,800 kilograms in the vehicle column,” and “24,800 kilograms” on the vehicle’s net weight column, using the nivers, using the nivers, and affixed the seal of G name, the representative of E gas stationF, thereby making one copy of the E gas station’s measurement certificate in the name of E.

Accordingly, for the purpose of exercising, the Defendant forged a copy of the E gas station F’s measurement certificate, which is a private document to prove facts.

B. On March 8, 2017, the Defendant stated “17”, “2017-03-08”, “D”, “14,650 kilograms” in the vehicle circuit column, and “14,650 kilograms” in the vehicle circuit column, using the freeter, and made one copy of the E gas station F’s measurement certificate using the seal affixed by the representative of E gas station F.

Accordingly, for the purpose of uttering, the Defendant is a letter of measurement in the name of E gas station F, a private document concerning fact certification.
