A, the second time on March 13, 2019 implemented on March 13, 2019, was selected as a candidate for the president of the Dong-dong Cooperative CFF, G, H, and I as a member of the CF.

1. No one shall offer, express an intention to offer, or promise to offer money, goods, entertainment, other property benefits, or public or private positions to any elector, his/her family member, or any institution, organization, or facility established or operated by the elector, his/her family member, or his/her family member for the purpose of an election campaign;

Nevertheless, on March 11, 2019, Defendant A issued an envelope containing one million won in cash to Defendant B, “H and G deliver each KRW 200,000 to H and G, and the remaining KRW 600,000 to the head of the Shi,” at the H’s house located in the Nam-si, Nam-si, Seoul. Accordingly, Defendant B issued KRW 20,000 to H from March 11, 2019 to the head of the Shi’s house located in the Nam-si, Nam-si, and provided KRW 20,000 in cash, “A” to G from the office of G located in the Nam-si, Nam-si, and provided KRW 20,000,000 to the head of the Shi, and provided the money to the head of the Shi within the Nam-si.

Accordingly, the Defendants conspired to offer G and H KRW 200,000,000 for each money and valuables for election campaign purposes. Defendant A provided Defendant B with money and valuables for election campaign purposes. Defendant B received KRW 600,000,000 for the above 60,000,000,000,000,000,000 won.
